The Recreation Committee

Commitees :: The Recreation Committee

The Recreation Committee is responsible for organizing all the neighborhood social events. All homeowners and residents are encouraged to attend our events through out the year. All of our parties are free to homeowners and residents of Memorial Parkway. The Board designates a portion of the budget each year to fund the neighborhood events.

Holiday Shopping Tips:

  1. Do not leave purchased items visible in the car-leave them in the trunk.
  2. While shopping in the evening hours may be less crowded, there are also additional potential risks involved. Park in areas of parking lots that have adequate lighting. Consider shopping with someone rather than going alone.
  3. Make sure purses and wallets are secure on your person and you are aware of their location at all times.
  4. Keep the amount of available cash you have at a minimum or separate it into different pockets or locations on or about your person. This way all of it is not lost if your purse or wallet is misplaced or stolen.
  5. Credit cards offer convenience and security, however, keep track of all cards and keep receipts to compare to your monthly statement.
  6. Remain aware of your surroundings at all times and move to and from your vehicle with confidence and "purpose". Have keys ready beforegetting to your car so you do not have to search for them while standing near it.
  7. Report suspicious people or activity to law enforcement immediately!
  8. Most important is to reduce your own vulnerability and do what you can to minimize the possibility that you could be a victim of a crime or accidental loss.

Home Safety Tips:

  1. Valuable items, such as televisions, stereos, and computers should be inscribed with an identifying number unique to its owner (do not use your entire social security number).
  2. Create an up-to-date home inventory including make, model, serial numbers, other detailed descriptions, and photographs of items of value (including jewelry). This inventory should be kept somewhere safe, out of the house.
  3. At least two light timers should be set to turn the lights and TV on and off in a logical sequence when away for an extended time period to give the appearance that someone is home.
  4. The motion detector or other alarm system (if you have one) should be activated when you leave home.
  5. Mail and newspaper deliveries should be stopped or arrangements for a neighbor/friend to pick them up should be made when you are away from home for a period of time.
  6. Ask a trusted neighbor to tend the yard, shovel the snow, and watch your home when you are away or have a trusted friend or relative house sit in your absence.
  7. Make sure all doors and windows are locked when you leave, even if you have an alarm system.

Annual Assessment

HOA Assessments received from MP Homeowners pay for maintenance of all facilities, 24-hour security, street lights, landscape maintenance, utilities for all facilities, operation of the MP Office, mosquito fogging of the subdivision, insurance for facilities and the HOA, and much more. Towards the end of each financial year (October-September), the Board reviews the present and previous year's expenses and income. The Board uses that review to set the yearly HOA Assessment. There is a budget meeting in July of every year that is open to the members of the Association. In November of every year, there is a complete audit from a reputable, independent and unbaised CPA Firm, who is familiar with HOA Finances.  Homeowners can find PDF copies of all Board Meeting Agendas, Board Meeting Minutes, Governing Documents (ACC Guidelines, CC&Rs, Articles of Incorporation, Bylaws and other filed policy documents), and Annual Budget in the Homeowner Portal. If you would like to request a copy of the Year to Date Budget, Balance Sheet or Income Statement please request via email at This email address is being protected from spambots. The yearly HOA Assessment, as provided for in our Covenants, is set by the Board of Directors at the public Board Meeting the first Tuesday of September every year. At the time of closing, all homeowners sign an agreement to become financially responsible for this assessment. During the month of October of each year, statements are mailed to all members for their annual assessment due and payable January 1st of each year. Please mail your payment in the return envelope included with your statement before the due date.  If you do not receive a statement for your assessment, it is YOUR responsibility to contact the MPCA Office at This email address is being protected from spambots. The annual association fee for 2025 is $425 and is due on January 1, 2025.

Ways to Pay:  

  •  In Person: Payment by check or money order can be made in the MPCA Office. There is no processing fee for this option. CASH PAYMENTS ARE NOT ACCEPTED IN THE OFFICE. Make checks or money order out to Memorial Parkway Community Association. 
  • Payment Plans: Payment plans are available in the office. Plans will consist of 3-4 monthly payments depending on when a homeowner starts a payment plan.  3 payment option November-$145 down payment, December-$140, and January-$140; 4 payment option October $107, November, December, January $106. You must come into the office prior to December 20, 2024 to get on a payment plan at no charge. After December 20th, there is a $35 charge to get on a payment plan.
  • Pay by Mail: Payment by check or money order can be mailed directly to the MPCA Office, 21600 Cimarron Parkway Katy, TX 77450. You may use the return envelope received with your assessment statement. There is no processing fee for this option. CASH PAYMENTS ARE NOT ACCEPTED BY MAIL. Make checks or money order out to Memorial Parkway Community Association. 
  • Pay Online: Log into your 'Homeowner Portal' or register a new one, and select the yellow 'Make a Payment' button. You can pay by credit/debit card or eCheck, and even set up recurring payments. By choosing to pay online, there will be a small convenience fee charged by Zego, the payment processing company.
  • Pay by Phone: To pay by phone using a debit/credit card, call Zego directly at 1-866-729-5327. Zego is available by phone 24/7 to accept your payment. By choosing to pay by phone, there will be a small convenience fee charged by Zego, the payment processing company.

The Grounds Committee

Commitees :: The Grounds Committee

The Board of Director's prides our selves in keeping the grounds of the common areas, esplanades, cul-de-sacs and Center Point Easement High line area looking nice through out the subdivision. Since this is a massive amount of green space we have a contract with a landscape company to maintain the grounds. This contract includes weekly mowings and edgings, irrigation to all green space, annual mulching of all the tree rings on Westgreen Blvd. and Highland Knolls Dr., minor pruing of trees, pruning of all the shrubs, flowers to the marquees 3 times per year, monthly weeding of all the landscape beds, fertilization and insecticide of all the green spaces. The grounds budget is approximately $89,000 annually. 

NOTE: These esplanades and cul-de-sacs remain the property of Harris County, Texas. The land under the Center Point High Line is easement property of each individual homeowner along Park Meadow and Park Wind.

The Architectural Control Committee

Commitees :: The Architectural Control Committee

Exterior improvements to your property must be approved by the Architectural Control Committee.

Exterior improvements include re-roofing, room additions, exterior paint colors or siding, pool additions, etc. If you are planning to paint the exterior of your house, a sample of the color must be submitted. Request for approval to the Architectural Control Committee must be made prior to work beginning . All requests must be in writing via the ACC Request Form. After the Architectural Control Committee reviews the request, the office will email and mail you the approval or deniel letter. Copies of the ACC Request form can also be found in the MPCA Office Lobby or printed from the Homeowner Portal.

Harris County Residential permits apply to any development that occurs on private property and not for commercial use. Examples would include: mobile homes; additions to existing homes; swimming pools; porches; private paving; garages; new home construction; and patios. You can fill out the permit online. Bringing color to the exterior of your house can have a tremendous effect on your home's value and curb appeal. 

Things to keep in mind:

  1. Coordinate paint colors with existing features of you home such as your roof and any brick or stone accents you may have.
  2. Look for colors that harmonize with your surrounding landscape and neighborhood. Or use any of our color palette collections to find combinations appropriate for the architecture of you home.
  3. Add splashes of color by highlighting details such as doors, shutters, and architectural elements. Keep in mind light colors can add size, while dark color can inject drama.

Memorial Parkway has 5 standing committees. The purpose of a committee is to gather information on items to be done, make recommendations to the Board of Directors concerning specific issues or areas needing action. Effective committees are essential to a well-run association. Each Board member serves as a liaison between the Board and one or more committees.

 All Meetings are held at the Cimarron Clubhouse.

The Memorial Parkway Community Association is governed by the Declaration of Covenants and operates according to the By-Laws of the Association. An elected Board of 5 Directors manage the affairs of the Association. Each of the Directors is elected for a 3-year term. The 5 Board positions are staggered in rotation meaning every year there is at least one Board position up for re-election. The Board of Directors is required to determine the policies of the Association. Each Director must use his or her best discretion, care and diligence in the performance of their duties. The Directors do not receive compensation for their services.   One of the major responsibilities of the Association is to protect your investment and enhance the value of your property. The Association provides for the maintenance and operation of the common areas and facilities. The Association is also responsible for enforcing the covenants. Your Association Annual Assessments provide funds for the maintenance of the common areas, security by the Constables, landscaping of the green areas, pool cleaning and maintenance, lifeguard fees, mosquito spraying, electricity to streetlights and facilities, administrative expenses, etc.

Mission: The mission of the Board of the Memorial Parkway Homeowners Association  is to preserve and enhance the property of our subdivision by maintaining the common ground areas, and upholding our Covenants, Conditions and Restrictions (CCR’s) and polices. The Board will serve the Homeowners by taking a fair, ethical and objective approach in representing the interest of all homeowners.
