Office hours are Monday thru Friday 9 am to 5 pm.  The office is open late the first Tuesday of every month during the Board Meetings from 7pm to 8pm. 

Memorial Parkway Community Association has it's own on-site assoctiation office and community manager. This is a full service management and oversees the day to day operations of the Association. The manager works on behalf of the Board of Directors for the Association. The manager is also tasked with contracting deed restriction inspectors for bi-monthly deed restriction inspections of the entire subdivision. If you do not have a copy of the governing documents you may login into your homeowner portal to view pdfs of the documents or you may stop by the Association office to pick up a copy. 

Homeowners can find PDF copies of all Board Meeting Agendas, Board Meeting Minutes, Governing Documents (ACC Guidelines, CC&Rs, Articles of Incorporation, Bylaws and other filed policy documents), and Annual Budget in the Homeowner Portal.

Swim Team

 

As a resident of Memorial Parkway, many recreational opportunities are afforded to you. One of the most fun is Swim Team! 

 

The Memorial Parkway Marlins Swim Team (MPST) has a proud history of being one of the first summer league swim teams in the surrounding area, established as a neighborhood recreational competitive swim team in the 1970’s and has been going strong for over 40 years! As part of the West Houston Aquatic League (WHALe), made up of about 33 teams, MPST typically averages 130 swimmers who compete individually, and as a team, with the vital support of their hard working parent volunteers. 

 

Memorial Parkway Resident Qualifications:   

  • Must be registered with CellBadge for pool access.

Swimmer Qualifications: 

  • Age 4-18 by May 1st
  • Must be able to safely and independently swim 25 yards, the length of the pool. Swim team is not a substitute for swim lessons. 
  • New swimmers are evaluated by MPST Coaches and Board at the start of each season.

MPST Registration:

  • MP-Highland Knolls pool
  • May Practice: After School
  • June Practice: Mornings 
  • Swimmers learn and work toward developing proficiency in all 4 swim strokes; freestyle, backstroke, breaststroke and butterfly. 
  • Swimmers train/compete in their respective age groups; 6 & Under, 7-8, 9-10, 11-12, 13-14, 15-18.

Swim Meets:

  • Late May/June 
  • Qualifying swimmers participate in the Meet of Champs and All Stars Meet held the last week in June.

‘Fun’draisers, Awards and Team Party:

  • MPST hosts family-oriented events throughout the swim season for ‘fun’draising, team building and friendship-making fun in the sun! 

Becoming a member of Memorial Parkway Swim Team is a wonderful way to incorporate exercise and fun into your child’s summer and a great way to meet your neighbors! It’s summer fun for the whole family!

Private Pool Rental

  • pool party 1

    Private Pool Party Reservations are available to MPCA Adult Residents (owner or renter) in good standing (maintenance fee paid and not in violation of deed restrictions). Resident must show valid ID when renting the facility.

  • Reservations must be made at least 14 business days prior to the use date, with fees paid and forms filled out. Pool Reservation is based on ability of Sweetwater Pools, Inc. to provide lifeguards for pool parties.

  • The Cimarron Pool and Highland Knolls pool are available to rent when not open to the community or being used by swim team. Set up and clean up times need to be included in the reservation time. No early set-up is allowed. There is a 2-hour and 2 guard per hour minimum for all private pool parties.

  • The fee for lifeguards is $30 per hour, per guard payable to Sweetwater Pools, Inc. There is also a $15 per guard fee to cover clean up cost and a $35 pool company administrative fee payable to Sweetwater Pools, Inc. .

  • There is a $50.00 pool rental fee and a $275.00 damage deposit fee payable to MPCA. The damage deposit must be in the form of a check with a MPCA resident address.

  • 2-guard minimum for all parties allows 40 guests. If you are going to have over 40 people, you will need an additional guard allowing an additional 20 people. Everyone entering the pool area (even if they are not swimming) is included in the head count. Please estimate/count guests accurately --- if more people are at the party than specified, the party will be closed or additional fees incurred.

  • A ratio of two (2) adults 21 years of age or older per fifteen (15) minors must be in attendance. 

  • Pool and Clubhouse cannot be rented at the same time due to possible damages to the clubhouse furnishings.

  • Damage deposit of $275.00 will be returned to you provided there are no damages to the facility.

Pool Rules

 

 

Anyone violating the following rules is subject to losing recreational privileges with the Memorial Parkway Community Association.  

  1. Memorial Parkway Community Association swimming pools and pavilion are restricted for the use of residents and their guests.
  2. Residents must be registered through our online system "CELLBADGE" prior visiting the pool facilities.
  3. Guests must be accompanied by a resident and must sign in. 5 guests are allowed per family at one time. Guest may not be a Memorial Parkway resident.
  4. Lifeguards have the responsibility for maintaining discipline and enforcing rules in the pool area.
    1. Lifeguard shall call infraction of rules to the attention of the offending individual(s).
    2. Lifeguards have the authority to deny the use of pool facility to residents and guests up to three (3) days as a disciplinary measure.
  5. Swimming is only allowed when lifeguard is on duty and in the stand. SWIM ONLY AT YOUR OWN RISK.
  6. There is a 'SAFETY BREAK' the last ten (10) minutes of every hour except for the first and the last hour that the pool is open. All children under eighteen (18) including infants, will be asked to exit out of the swimming pool at this time so that they can rest and use the restroom facilities. Adults may stay in the pool water to swim laps. The lifeguards will come down from the lifeguard stands during the safety break time. Children must be at least four feet from the pool water during this time.
  7. All guests are subject to a swim test. Guest who are unable to swim one length of the pool will not be granted access to the deeper areas. Please see "Child Safety Policy" below.
  8. Swimmers must wear proper swimsuits. Children not toilet trained must wear protective rubber pants, or equivalent, under their swimsuits.
  9. Children under fourteen (14) years of age are not allowed in pool unless accompanied by an adult at least 18 years of age or older. EXCEPTION: Notarized parental permission is submitted to lifeguard allowing designated 16 yr. old - 18 yr. old to accompany any child under age 14. Form is available from gatekeeper.
  10. Baby pool is reserved for children 42" and under. Children must be supervised by responsible parent/adult.
  11. No running or shoving allowed in the pool area or on diving board.
  12. No pets are allowed in pool area.
  13. Anyone with open sores or wounds is prohibited from using pool.
  14. Floating devices may be allowed at the discretion of the lifeguard. No floating devices allowed in diving area. No large floating devices (example: rafts, boats, etc.)
  15. Throwing toys, Frisbees, small hard balls, tennis balls, water guns, etc. are strictly prohibited.
  16. No standing or sitting on safety rope.
  17. Glass containers are not allowed in pool area.
  18. Drinking and eating are not allowed within four feet of pool. Smoking is not allowed inside the Pool Area. 
  19. Drinking of alcoholic beverages is strictly prohibited except by persons of legal age. Proof of age may be required. Drunkenness and obscene language will not be tolerated.  
  20. Two (2) long blasts of lifeguard whistle require everyone to immediately vacate pool.
  21. MPCA and pool contractor are not responsible for lost or stolen items.
  22. No bicycles, skates, skateboards, or tricycles etc., are allowed in the pool area. Bicycles must be parked in bicycle rack.
  23. PHONE is no to be used for personal calls and must be turned over to the lifeguard in case of emergency.
  24. MPCA or the pool contractor may enforce other rules deemed necessary for the safety of the residents/guests.
  25. NO PARTIES DURING POOL HOURS. POOL CAN BE RENTED THROUGH THE OFFICE.
  26. One guard must be on deep end stand when diving area is open. Otherwise this area is closed.
  27. No loitering.
  28. Only Lifeguards and gatekeepers allowed at the check in table.    

DIVING POOL RULES

  1. The diving pool area is to be used for diving only. No swimmers allowed unless authorized by lifeguards.
  2. No more than one person is allowed on the diving board at one time.
  3. Only two bounces on board are allowed before diving.
  4. All diving shall be from the end of the diving board and straight forward-- never off the slide. The water in front of the board must be clear of swimmers before entering the pool. Swim directly to the ladder after diving.
  5. Weak swimmers and guests who have not passed a swim test are not allowed on the diving board. 
  6. Guest wearing personal flotation devices are not permitted to use the diving boards. 
  7. Goggles, flippers and snorkels are not permitted on the diving boards. 

Slide Rules

  1. Guest must be at least 42" tall to participate.
  2. Only one (1) guest may participate on the slide at a time; tandem sliding is not allowed. 
  3. Guest must immediately exit the slide dispatch area upon entering the water.
  4. Guest wearing flotation devices are not allowed to use a slide.
  5. No pushing, pulling, shoving or other horseplay allowed on or near the slide.
  6. All guests are required to ride the slide on their back in a feet first fashion.
  7. Guests with heart conditions, back problems, and expecting mothers should not participate on a slide.
  8. Goggles, flippers and snorkles are not permitted on the water slide.

Pool Access - CELLBADGE

Since March of 2019 Memorial Parkway has used an online system called CELLBADGE for pool access. All residents over 2 years old, who want to use any of our facilities (clubhouse, pool, tennis courts), must have a registered virtual ID via CELLBADGE.

What is CELLBADGE Facility Access Database?

CellBadge allows HOA, pool committee or other community representatives to control access to pool facilities using a real-time database and paperless online registration. CellBadge is an online service that allows lifeguards to know who has valid access to pools. Lifeguards identify patrons by homeowner Last Name and Street Address. CellBadge lists all the family members associated with the home and let’s lifeguards know if they have a Valid, Invalid, Registered or Unregistered access status.
 
How do I register?
 

1. Add (or Update) your Memorial Parkway pool pass online at memorialpkwy.cellbadge.com/Register

2. Go to I Need... to Register section. Click on the green "REGISTRATION" button for initial add request and to begin the process.

3. Go to the "Not Approved Yet? You need to register" section. Fill out the Initial Add Request form. 

4. Once your registration is verified, then you will recieve an email message to complete your registration. Your registration will remain pending until you complete the next step. 

5. Follow the link in the email and fill out the "Registered Previously or Approved" section. Enter in your email address and mobile number and hit the "Request PIN" button. 

6. The PIN number will be sent via text to your mobile number. Enter the PIN number on the CellBadge Website.

7. Once you are into your account, complete your name and information. Add every member of your household that is living at the Memorial Parkway address. Do not add anyone not living at the home; they can come to the pool as guest. 

8. The final stage of taking your picture and members of your household must be completed before you are able to swim. The first time you go to the pool, bring a picture id with you such as your driver's liscense. The lifeguards will look you up on the device, verify your identity and take your picture. 

Please note that you must complete the first 7 steps prior to coming to the pool to swim. If you do not have access to the internet or a smart phone, please come by the office to get registered prior to going to the pool.

Deed Restriction Information

HOA Violation Inspections are a necessary part of normal management services for the community.  Although it is just one of the many services we perform for our communities, it’s certainly a main focus for many homeowners. It’s understandable why.  Many homeowners can be surprised that they received a compliance violation, and others can be frustrated on why they are being informed to correct something on their home.

A lot of the focus comes from a lack of understanding about the governing documents.  One of our biggest priorities is to provide education to ensure that all homeowners fully understand the association documents, including the rules and regulations and the CCR’s for our community.  Understanding the actual compliance violation process certainly helps others further understand the intentions of the inspection process.

One of the major responsibilities of the Association is to protect your investment and enhance the value of your property. The Association is required to enforce the Declarations of Covenants. In order to do this fairly and the same to all homeowners the Memorial Parkway subdivision is driven every other week for possible deed violations. A paid independent contract worker hired by the Association does this task. The documents used to judge a possible deed violation is the ACC Guidelines and the Declarations of Covenants, Conditions, and Restrictions.

MPCA Deed Restriction Procedures:

  1. Written complaint received or possible violation observed during routine visual inspection by employee. Employee must check all written complaints received before a letter is sent.
  2. A courtesy letter, along with a photo of the violation is sent to the owner via email or mail if there is not an email on file for the home. The letter is sent to both the property address and the mailing address if there is a difference. The homeowner is given 10 days to respond and/or correct the violation.
  3. The property is re-inspected after 10 days. If the violation still exists, the employee notes the violation and another photo is taken.
  4. A first notification of a possible deed restriction violation letter, noting the section of Declarations of Covenants or ACC Guidelines, is sent via email or mail if email is not on file to owner citing the violation. A copy of the notification is sent to the property address if the owner is a non-resident.
  5. If no response is received from homeowner within 10 days from the second letter and the violation still exists or is viewed a 3rd time, a second notification of possible deed restriction violation letter will be sent certified mail and emailed to the homeowner. The homeowner is warned that if the violation is not corrected a fee of $50 will be included with any further notifications from MPCA. The letter is sent to both the property address and the mailing address if there is a difference. The homeowner is given 10 days to respond and/or correct the violation. The property is re-inspected after 10 days and another photo is taken.
  6. If the violation has not been corrected, a third notification of a possible deed restriction violation letter, noting the section of Declarations of Covenants or ACC Guidelines, is mailed to the homeowner via certified mail/return receipt and regular mail to the homeowner. The homeowner will be assessed a $50 charge, as per MPCA documents.  A copy of the notification is sent to the property address if the owner is a non-resident.
  7. If no response is received from homeowner with in 30 days and the violation still exist a fourth letter certified may be sent. The forth letter also carries a $50 handling fee. 
  8. If no response is received from homeowner within 15 days, the file is referred to the MPCA Board for review and possible litigation.
  9. If the Board decides to take legal action an attorney letter is sent to homeowner stating the Board is preceding with legal action. As you can see, MPCA has many, many steps before pursuing legal action against a homeowner for a deed violation. There are many ways that homeowners can resolve a deed violation and not get into legal action. The best way is to just send a letter or call the office with your plans to fix the possible deed infraction.
